What's Your Biggest Cost Consideration When Buying a Smartphone?

The other night I was having a debate with some friends on why some people don't have smartphones yet. We agreed that it came down mainly to cost (though certainly there are other factors). But we weren't in agreement on whether it was the upfront cost of buying the hardware (typically around $199 for the latest devices) or the ongoing added data fee (which can add anywhere from $15-$30+ to your bill each month).
